Smoke-free Cars with Minors Law
|

YUBA CITY, CA – On January 1, California’s new “Smoke-free Cars with Minors”
law will take effect which prohibits smoking in cars when youth under 18 years
old are present, giving California the most comprehensive smoke-free car law in
the nation. The law was passed to protect children in response to growing
scientific evidence that smoking in cars exposes passengers to high levels of
toxic secondhand smoke.

Skin and Staph Infections

Staphylococcus aureus
(staph)
are bacteria that many healthy people carry on their skin or in their nose.
Staph can sometimes cause serious infections
like pneumonia, blood, or joint infections, and deep skin infections.
Methicillin-resistant Staphylococcus aureus
(MRSA)
is a type of staph that is
not killed by penicillin and similar antibiotics. It causes skin infections
especially among school children. Students, faculty and staff at schools
should be sensitive to the possibility of disease transmission.
The California Department of Public Health has released information to
address the concerns of the educational community in California about
MRSA.

Daylight Saving Time Ends on November 4

Daylight Saving Time ends on Sunday, November 4 at 2:00 a.m.
In the U.S., clocks change at 2:00 a.m. local time. In spring, clocks spring
forward from 1:59 a.m. to 3:00 a.m.; in fall, clocks fall back from 1:59 a.m.
to 1:00 a.m. The phrase "Spring Forward, Fall Back" is used to help people remember
how to reset their clocks.
On August 8, 2005, President George W. Bush signed the Energy Policy Act of 2005.
Beginning in 2007, DST now begins on the second Sunday in March and ends on the first
Sunday in November.

National Lead Poisoning Prevention Week

News this summer that the U.S. Consumer Product Safety Commission (CPSC) recalled
millions of toys after determining they contained excessive amounts of lead recently
elevated the issue of childhood lead poisoning in the United States. In fact, the
CDC estimates nearly half a million children living in the U.S. have blood lead
levels high enough to cause significant damage to their health.
Despite the ever-threatening presence of lead in the environment today, lead poisoning
is entirely preventable. To increase awareness of childhood lead poisoning prevention,
Sutter County, is participating in National Lead Poisoning Prevention Week (NLPPW)
October 21—27 along with the Centers for Disease Control and Prevention, U.S.
Environmental Protection Agency and U.S. Department of Housing and Urban Development.

What's Going On? California and the Vietnam Era

The traveling exhibit What’s Going On? – California and the Vietnam Era opens on Friday,
October 12 with a reception and program from 6:30 to 8:30 p.m. at the Community Memorial
Museum in Yuba City. What’s Going On? provides a timely examination of the impact of the
Vietnam War on California life and culture. Home to numerous defense contractors and
military training centers, the state also served as the primary portal for both returning
soldiers and Southeast Asian immigrants following the fall of Saigon. As the epicenter of
the war’s home front, California became a hotbed of social and political movements that
spread across the country.

Sutter County Public Health is hosting flu shot clinics starting in October.
Tetanus and pneumonia shots will be offered during the clinics as well.
- A donation of $5.00 is accepted for flu vaccine administration.
- A fee of $30.00 is required for Pneumonia shots.
- A fee of $15.00 is required for Tetanus (Td) and Tdap shots
Note:
The Pneumonia shot is available to people 65 and older.
Tetanus shots are available for adults 18 years and older. Tdap shots are
available for adults 18-64 years. Tdap protects against Tetanus, Diphtheria
and Pertussis (whooping cough).

Prescription Drug Discount Cards

Discount Cards Will Offer Average Savings Of 20 Percent Off Retail Price
Sutter County today launched a discount card program to help consumers cope with the
high price of prescription drugs. The county has signed a contract to make free prescription
drug discount cards available under a program sponsored by the National Association of
Counties (NACo) that offers average savings of 20 percent off the retail price of commonly
prescribed drugs.
The cards may be used by all county residents, regardless of age, income, or existing health
coverage and are accepted at 15 of the County’s pharmacies. A national network of more than
59,000 participating retail pharmacies also will honor the NACo prescription discount card.

inmate booking information
as an
Online Service
to the local community.
Booking information, charges, bail, visiting hours and in most
cases photos of inmates that that are in custody can be viewed
on the website. Inmate booking information is updated throughout the
day to provide details soon after they become available.
Details on visiting rules, services, the jail,
and release procedures are also available on the new section
of the website.

Jump Start to Read

| September 24, 2007 |
Several Sutter County Public Health staff participated in the National
Jump Start to Read Campaign yesterday. The campaign's purpose is
to increase awareness of the importance of early learning. The focus
is to engage more Americans in early learning activities that put
children on track for success in school and in life. Jumpstart's
Read for the Record is a national campaign designed to encourage
thousands of children and adults to read the same book on the same
day – September 20th. Events are held at schools, libraries, and homes.
The Sutter County Health Department's Maternal, Child and Adolescent
Program set up a reading corner in the clinic on September 20th and staff
signed up for reading times. Children waiting in the clinic were read
the book "Ferdinand the Bull". The story is about a young bull that
would rather sit and enjoy the flowers than fight in a bull ring. Sixteen
children were read to and each received a copy of the book (provided by
the Sutter County Library Literacy Program). The number of children
participating in the event will be registered in the "Read for the
Record" campaign.

Website Ranked in Top 10 for 5th Consecutive Year

Based on a national survey conducted by the Center for Digital
Government, the Sutter County website was ranked 4th in the nation
in the under 150,000 population category.
The annual study recognized hard work and innovation by measuring
over 100 data points about online service delivery, infrastructure,
architecture and governance models.
The staff of the County's Web Technologies Group is honored and
gratified to have received this recognition for their efforts in
developing the website. However, all the employees of the County
truly receive this award as a vast portion of the information and
services provided on the website are contributed by the various
County departments. Sutter County continues to endeavor in delivering
easier and better online access to information and services for its
citizens and the surrounding communities in the region.

Sutter County Wins Gold at 2007 State Fair

Sutter County continues its winning tradition at the State Fair
Counties Exhibits Competition, by taking home a Gold Ribbon and an additional
Blue Ribbon for “Best Experience.”
The 2007 State Fair Exhibit represented a “General Store” a popular place
in Sutter County where one could purchase the family’s essentials from
fresh fruit and vegetables to a yard of cotton calico. It was a place
where the children could buy penny candy and play stickball outside while
their parents sit around the potbelly stove catching up on the latest gossip.
Goods were on display inside, outside and hanging from the rafters. You might
find the proprietor helping folks with their purchases, postmarking letters,
or recommending a home remedy-all at the “General Store.”

Food Facility Inspection Reports

Environmental Health Services will make future retail food facility
Inspection Reports
available as an
Online Service to the local community.
Facilities that have a permit to operate in Sutter County are routinely
inspected for criteria that meets health and safety codes. The goal of
providing inspection reports online is to allow potential patrons to
review conditions that may exist at a food facility prior to visiting
the establishment.
Currently food facilities are required to keep a copy of their last
inspection report at the facility and make it available to customers
upon request. As the community continues to grow we are seeing more
health conscious individuals who are interested in knowing a little
more about where they eat.

West Nile Virus Case Confirmed

Sutter County – A Sutter County resident has tested positive for West Nile Virus (WNV)
infection, Dr. Michael Kinnison, Sutter County Public Health Officer announced
[Press Release].
The Sutter County resident developed symptoms of West Nile fever. The resident was not hospitalized.
“This first positive WNV case reminds us to take extra precaution when spending time outside
during dawn and dusk or peak mosquito activity,” Kinnison said. “The most important preventative
step to take to protect yourself and your family from WNV is to apply an insect repellent that
contains DEET when you plan to spend time outside, especially in the evening.”

Photographic Exhibit by Local Photographers - Circa 1900

A new exhibit has opened at the County Memorial Museum and will run to the
end of August. Admission is free. It highlights the work of local photographers
and their subjects. The photographs are circa 1900 and they are from the museum's
own collection. Please check the Museum website for opening hours or call 822-7141
for more information.
While some of these photographers stayed in business at the same site for years,
others were more transient, moving from town to town and sometimes from state
to state. Marysville hosted a long line of photographers who established a business
there and then moved on as well as several who stayed for decades. With this exhibit,
we hope to open a tiny window into the past when having your picture made was
truly an experience.

Bi-County Elder Services Team or (BEST)

Through recent legislation, Proposition 63 passed and is now known as the Mental Health Services Act (MHSA). This act has allowed us to expand services to the mental health community. BEST serves those individuals who are older adults (60 years plus) with psychiatric disabilities who may be physically or geographically isolated, and determined to be unserved or inappropriately served in the Sutter and Yuba county area.
BEST is located in a variety of settings throughout Sutter and Yuba counties. We are working in collaboration with individuals and families, social service agencies, public health departments, the medical community, senior centers, law enforcement and senior housing entities.

Breastfeeding Awareness Month

In a recent proclamation, Governor Schwarzenegger proclaimed August 2007 as “Breastfeeding Awareness Month”. In the United States, “Breastfeeding Awareness Month celebrations include events and activities to raise breastfeeding awareness and to support breastfeeding mothers. These celebrations highlight the mission of La Leche League in our communities.
In 1995, the American Academy of Pediatrics published a Breastfeeding Policy Statement:
"Breastfeeding and the Use of Human Milk" which states: "Human milk is the preferred feeding for all infants, including premature and sick newborns. It is recommended that breastfeeding continue for at least the first 12 months, and thereafter for as long as mutually desired."
For more information about breastfeeding support and assistance in our community, contact the Sutter County Health Department or WIC at 822-7224 and ask for a breastfeeding specialist. California State Fair - August 17 to September 3

The County of Sutter is preparing for one of the most anticipated contests at the California State Fair, the Counties Exhibit. The Fair, which is California’s largest cultural celebration, begins on Friday, August 17th, and ends on Monday, September 3rd (Labor Day). It is being held at the Cal Expo fairgrounds.
The theme for this year's Sutter County exhibit is "A General Store". Two special characters, Fred and Arthur, will be appearing and their dialogue has been personalized so that it includes a bit of Sutter County history.
We are looking forward to a terrific State Fair – there are a wide range of attractions and events for everyone including traditional competitive exhibits, agriculture, home art and technological competitions, thrill rides, big name entertainment, and specialty foods. Multi-Jurisdiction Multi-Hazard Mitigation Plan

After months of data collection, public meetings, discussions, and recommendations,
a plan was sent to the State Office of Emergency Services
(OES) and the
Federal Emergency Management Agency
(FEMA) for approval.
On Wednesday, July 25, 2007, approximately 15 months after the start of the process,
we received notice that
OES and
FEMA
had conditionally approved our plan.
The final step to having an approved Multi-Jurisdiction Multi-Hazard Mitigation Plan
(MJMHMP)
is for the governing bodies
to approve the plan. Once approved, each participant can move forward
with projects identified in the plan and request hazard mitigation
project funds to assist in completing these projects.
By having an approved
MJMHMP
in place we can move toward an improved
Community Rating System for Sutter County which will provide a reduction
in flood insurance rates.

Sutter County 2006 Crop Report

Sutter County's gross agricultural production value for 2006
totaled $358,845,200 with Rice, Dried Plums, Walnuts, Peaches,
Nursery Products and (processing) Tomatoes as the leading
agricultural commodities.
For a third year in a row, natural disasters were not conducive
to agricultural crop production. Freezing temperatures in late-February
affected almond and walnut production. Unprecedented rainfall throughout
late-winter and early-spring affected cultivation. Then record
heat from July 8 to 28 resulted in devastating affects on almost
every crop, including livestock, milk and apiary production.
During this heat event temperatures soared over 100°F for
thirteen consecutive days.
Market prices were however encouraging for many crops, either
maintaining a fair return or showing an increased return especially
for Kiwifruit, Walnuts, Beans, Rice, Watermelons, Tomatoes and
(Apiary) Pollination services.
As summarized in this report, agriculture continues to be a
valuable asset to Sutter County's economic base. Industries, such
as banking, labor, marketing, transportation, and other services
directly or indirectly ties to agriculture benefited appreciably
as the agricultural industry returned over $1.26 Billion to our
local economy in 2006.

The hot weather has arrived and reducing exposure to heat can keep you safe.
The following tips are recommended for protection against
heat-related illnesses during summer and fall months:
Do:

Drink plenty of fluids.

Wear loose fitting cotton clothing.

Wear a hat with a wide brim when exposed to direct sunlight.
-
Ask your doctor if you need to make changes to daily medications when exposed
to high temperatures.

Keep electric lights down low or turned off.
-
Keep shades drawn and blinds closed, but windows slightly open.
-
Take a cool bath or shower periodically.
-
Keep in contact with your family and friends.
Don't:
-
Perform unnecessary physical activity if you are outside or in a
non-air-conditioned building.
-
Go out in the heat or direct sunlight whenever possible.
-
Eat heavy meals.
-
Drink alcoholic beverages, coffee and cola.
-
Use your oven.
-
Wait in, or leave anyone unattended in, closed cars or other vehicles because heat
build-up exceeds tolerance levels very quickly. The result can be serious illness or
death.

Sister Swing & Vintage Autos

Now an annual favorite, the Sister Swing & Vintage Autos event is
making another appearance on Sunday, July 22. Those attending will
be able to view the beautifully restored vintage autos beginning at
6:00 p.m.
Hors d'oeuvres and wine will be served on the museum patio. The
energetic performance of Big Band era music by those three lovely ladies,
Sister Swing, will begin at 7:00 p.m. Light desserts will be served at
intermission, and the music will continue until 9:00 p.m. The auto show
itself is free. Concert/food tickets for this fun-filled evening are just
$20.00 and are available at the Museum or from any Museum Commissioner.

Protecting Your Child From Drowning Hazards
|

The U.S. Consumer Product Safety Commission
(CPSC) warns consumers about hidden drowning hazards for small children in and around
the home. Recent data show that a third as many children under age 5
(an average of about 115 annually) drown from other hazards around the home as drown in pools.
Many of these deaths are associated with common household products. For example:
-
About two-thirds of the drowning deaths in the home, not including pools, occur
in bathtubs. Some of these bathtub drowning deaths happened when children were in
bath seats or rings.
-
5-gallon buckets, often used for household chores, pose a serious threat to toddlers.
Their tall, straight sides combined with their stability make it nearly impossible
for top-heavy infants to free themselves when they topple in headfirst.
-
Toilets are often overlooked as a drowning hazard in the home. The typical scenario
involves a child under 3-years-old falling headfirst into the toilet.
-
Spas and Hot Tubs pose another drowning hazard. A solar cover can allow babies to slip
into the water while the cover appears to stay in place, hiding the child.
Childhood drowning deaths also occur in other containers that may contain liquids, including
coolers, sinks, fish tanks and landscape ponds.
CPSC offers these safety tips to help prevent childhood drowning deaths in and around the home:
-
NEVER leave a baby alone in a bathtub even for a second. Always keep baby in arm's reach.
-
NEVER leave young children alone or with young siblings in a bathtub even if you are using a
bath seat or ring. Children can drown quickly and silently.
-
Keep the toilet lid down, and keep young children out of the bathroom when unsupervised.
Consider placing a latch on the bathroom door out of reach of young children.
-
Be sure all containers that contain liquids are emptied immediately after use. Do not leave
empty containers in yards or around the house where they may accumulate water and attract
young children.
-
Always secure the safety cover on your spa or hot tub.
-
Learn CPR (cardiopulmonary resuscitation) - it can be a lifesaver.

Free Tobacco Retailer Workshop

The Sutter County Tobacco Education Program is offering a free Tobacco Retailer Workshop
“Tobacco Control Laws That Affect Retail Businesses" on Thursday, June 14th, 2007, from
3:30 – 4:30 at the Sutter County Health Department Auditorium.
The workshop is for managers
and clerks who are employed by grocery and convenience stores that sell tobacco products.
Presenters include the Yuba City Police Department, the District Attorney’s Office and the
Alcohol Beverage Control Office. The workshop is at the health department on
1445 Veteran’s Memorial Circle,
Yuba City.
All clerks, store managers and owners are encouraged to attend this informative
session. The main components of both the STAKE Act and Penal Code 308 will be reviewed.
Seating is limited to 50 attendees. Call 822-7215, extension 276 by June 8th to make a reservation.

The Sutter County Tobacco Control program invites all smokers who
are interested in quitting to come by the Health Department for a
free quit kit.

The Sutter County Tobacco Control Program has been working with property owner,
Gene Accito within the last year to adopt smoke-free policies. We are excited to
announce that four apartments in Yuba City have implemented smoke-free policies.

Diane Accito for taking a step toward decreasing tobacco smoke for their residents.

The Children's Summer Program Returns
|

The Children's Summer Program returns with a bang! The Sierra Muzzleloaders
of Brownsville will set up camp in
Howard Harter Park behind the Museum on
Wednesday, June 20. Children will learn about the challenging lives of mountain
men and the skills they needed to survive in the wilderness beyond the frontiers
of early America. Some of the skills that may be demonstrated are firemaking,
flintknapping, and the mechanics of muzzleloading guns. The mountain men will
bring the trappings of their everyday life, and set up outdoor housekeeping as
it might have been in the rugged mountains.
The program starts at 10:00 a.m., and refreshments will be served afterwards. There
is no cost to attend, and no reservation is needed. Thanks to this great group
of people that volunteer to teach children about a unique period of America's history.

Sutter County Lead, Immunization and CHDP Programs will be presenting a Lead and Immunization Symposium on June 8,
2007 at the Sutter County Public Health Auditorium located at
1445 Veterans Memorial Circle, Yuba City.
Dr. Steven Rosenberg, Public Health Officer for the California Department of Health Services, Lead Branch will provide a
presentation on Lead Poisoning Prevention and Sandra Jo Hammer, Nurse Consultant with the California Department of
Health Services, Immunization Branch will present on the latest Immunization requirements.
Along with these prestigious speakers the Sutter County Lead Program will be conducting a Fingerstick Capillary
Lead Training to educate medical staff on proper blood specimen collection procedures for lead testing. The Sutter
County CHDP Program will present information on the newly approved LeadCareII system and the procedures required for
CHDP Providers to become proficient along with State billing requirements.
This will be an educational and informative day which will benefit medical providers and staff as well as agencies who

New Museum Photographic Exhibit

The Sutter County Museum museum is pleased to present the stunning work of Rondal
Partridge in the exhibit From the Byways to the Highways: Rondal Partridge
Photographs California 1936 - 1969. It opens on May 18 and remains through July 8.
The six sections of California photos include early influences, California rodeo,
rural Depression shots on location with Dorothea Lange, urban pastimes and politics,
postwar expansion, and prosperity and pollution.
Partridge, a Berkeley octogenarian, looks at photography as a life of learning. There
is an accompanying catalog, Quizzical Eye: The Photography of Rondal Partridge
available in the Museum Store.

Plan Now for Extreme Heat

Sutter County officials are advising residents to plan now for the possibility
of extreme hot weather this summer. Preliminary analysis of last year’s heat wave
in California showed that most deaths were among elderly people who did not have
home air conditioning or their air conditioner was broken. When temperatures reach
100 degrees or more an electric fan is not sufficient to cool a person adequately.
During a heat wave, if your home does not have good air conditioning, visit a friend
or relative, or find another location in the community, such as a public building or
a shopping center where the air conditioning is working. Even a few hours spent in
air conditioning can help your body stay cooler when you go back into the heat.
Some Precautionary Tips for County Residents:

Drink plenty of water and fluids that replace salts and minerals lost through
sweating (such as low-sugar sports drinks)
-
Stay indoors in an air-conditioned building, especially during the hottest
part of the day
-
Pace yourself and avoid heavy exertion in the heat
-
Wear lightweight, loose fitting clothing. Avoid hot foods and heavy meals
-
Never leave a person or animal in a parked car, even for a few minutes.
Temperatures inside a vehicle can rise to dangerous levels in minutes
-
If you become lightheaded, feel confused or experience any other symptoms of
heat exhaustion, get to a cool area until you feel better

Check in on neighbors, relatives and friends, particularly the elderly who may be isolated

$50,000 in Mini-Grant Funding Announced

The Sutter County
Children and Families Commission would like to congratulate the successful
School Readiness Mini-Grant Applicants. The Commission released $50,000 in Mini-Grant funding
for this round of applications. Forty two applications from child care centers, preschools,
daycare providers and community organizations were received totaling over $75,000. At the
Commission meeting May 16, 2007 the commission awarded the allocated $50,000 of Mini-Grant
funding to 29 of those applicants. The Commission will announce future Mini Grant opportunities
on its website or you can call the Commission

Celebrate Women's Health Month

The Office of Women's Health observes May as Women's Health Month
to raise awareness of health issues that affect the lives of California's
women and girls.
Women's Health Month celebrates state, local and community efforts to enhance
awareness of women's wellness. The Sutter County Health Department's Maternal,
Child and Adolescent Health, in conjunction with WIC and the Perinatal Program, will
celebrate Women's Health Month on May 16th at the Health Department Auditorium
with a baby shower titled: "Inspire a New Beginning: You and Your Baby".
The above programs provide direct health services and education to pregnant mothers,
new mothers and their infants. The baby shower will honor these new mothers with an
event that provides information about having a healthy pregnancy, immunizations for
newborns, breastfeeding and working, and nutrition.
Please join us on Wednesday, May 16th from 1:00-2:30 PM at the Sutter County Health
Department Auditorium, 1445 Veteran Memorial Circle, Yuba City.

Criminal Threats Suspect in Custody

SUSPECT IN CUSTODY
CARNEY, JEFFERY THOMAS

On 04/19/2007 at approximately 9:30 pm, suspect Jeffery Thomas Carney turned himself into authorities at the Sutter County Jail in Yuba City. Carney was accompanied by his attorney and the attorney’s investigator. Sheriff’s investigators were alerted to the pending surrender by suspect Carney’s parents.
Carney’s surrender came on the heels of an intensive investigation conducted by the combined agencies of the Sutter County Sheriff’, Yuba County Sheriff, Yuba City Police, Marysville Police, Wheatland Police, Net-5 Narcotics team, Placer County Sheriff Special Investigation Unit, California Highway Patrol, California Department of Justice, and the Alcohol, Tobacco and Firearms (ATF) division of the Federal Government.
A great amount of cooperation was also provided by the school districts of both Sutter and Yuba Counties.
Carney has declined giving any statement at this time and had been evaluated by jail medical staff. Sheriff Jim Denney conducted a press conference at 10:30 PM officially notifying the media and public that this threat had ended.
Suspect Carney is being held at the jail at this time for felony violation of making Criminal Threats and committing a felony while out on bail. His bail on previous charges occurring over the past two months was also expected to be revoked. An enhanced bail or no bail booking is being sought by the Sheriff’s Department at this time.
The investigation of all events surrounding this case is continuing and any persons with information on this case are asked to contact Sutter County Sheriff's Department.

Susan’s book "Poemcrazy: Freeing Your Life with Words" was published in May 1996 by Clarkson
Potter/Random House. The hardcover edition went into five printings, was selected by Quality
Paperback Book Club and Writer’s Digest Book Club. The paper back edition came out in April
1997 and is now in its thirteenth printing. Poemcrazy is a Book Sense 76 Pick (Independent Bookstores)
and though written for adults, is on the New York Public Library List of Outstanding Books for teens.

Community Memorial Museum Presents a new Children's Program, "Painting the Earth Green",
on Wednesday, April 4th at 10:30 a.m. at 1333 Butte House Road in Yuba City.
Each child will learn about the important role trees play in the world as well as plant
their own tree to take home with them. The special guest is Art Umland. Art was a
forester with the National Forest Service and is recently retired.

Forgotten Photos at Museum

A nearly forgotten photographer, Clyde O. Taylor, photographed the
people and events of life in our small community one hundred years ago.
The photos lay in an old cardboard box until they were passed on to the
museum by a distant relative of Taylor. This thoughtful gift opened up
the world of the early 20th century in a way not seen before.
The exhibit called "Picture This: Marysville’s Forgotten Photographer",
will remain at the Community Memorial Museum through March 16. Museum
open hours are Tuesday through Friday from 9:00 a.m. to 5:00 p.m. and
Saturday and Sunday from noon to 4:00 p.m. Admission is free.
