The Treasurer-Tax Collector's Office is accountable for three important County functions. As the County's banking depository, the department provides pooled treasury services to County departments, schools, and special districts. These services include receiving cash receipts and depositing them with the County's banking institution; paying County warrants issued by the auditor or schools; and managing and investing funds.

The department also administers the property tax collection function for the County, cities, schools, and special districts. Tax activities include preparing and mailing bills, recording payments and reconciling accounts with the Auditor-Controller for the secured, unsecured, and supplemental property tax rolls.

The Office of Revenue Collections, established in 1990, is the third division located in the Treasurer-Tax Collector's Office. Utilizing various techniques including a state-of-the-art automated collection system, the office pursues payment of delinquent debts owed to the County.

Homeowner and Renter Assistance
The State of California has two programs that might fit your situation. You might qualify for BOTH programs and use them concurrently.

  • Property Tax Postponement

For Seniors, or Disabled, or Blind property owners.

    Important update:

PTP Program Suspension Statement: On February 20, 2009, the Governor signed Chapter 4, Statutes of 2009, which immediately suspends the Senior Citizens' Property Tax Deferral Program. This legislation prohibits the filing of claims for property tax postponement and prohibits the Controller from accepting claims filed after February 20, 2009. As a result of the program suspension, the Controller will no longer accept claims for property tax postponement pending modification or repeal of this new law. However, the Controller Office will continue processing claims postmarked prior to February 20, 2009. For the most current information on the PTP program please visit the State Controller's website.
  • Homeowner Assistance, Renter Assistance & Renter Tax Credit

Important update: The state budget approved for the 2008/2009 fiscal year deleted funding for the Homeowner and Renter Assistance Program. Since there is no funding in the state budget for this program, 2008 claims cannot be paid.

The Franchise Tax Board will continue to accept 2008 claims and will hold them in the event that funding later becomes available. However, at this time there is no expectation that there will be any funds available to pay those claims.
