The Treasurer-Tax Collector's Office is accountable for three important County functions:

Treasurer-Tax Collector - Steven L. Harrah
Steve Harrah was appointed to the Sutter County Office of Treasurer – Tax Collector in June of 2009 after
the mid-term retirement of the former Treasurer-Tax Collector and took the office effective July 1, 2009.
Steve Harrah began his tenure with Sutter County working for the Public Works Department in 2008 after
fifteen years in the private sector as Controller of a manufacturing corporation located in Yuba City,
prior to that he was involved in the heavy commercial construction trades as a journeyman cement mason.
Steve received his Bachelor of Science Degree in Business Administration with an emphasis in Accounting
in 1990 from California State University, Chico and in April of 2006 became a Certified Public Accountant
(CPA). Steve and his wife Lori have two children and have made Sutter County their home for thirty years.
In addition to serving the citizens of Sutter County as Treasurer-Tax Collector, Steve is a member of the
Sutter County Family Intervention Team (FIT) Foundation, which provides private funds to the County’s FIT
program, and is a member of the Yuba Sutter Chamber of Commerce and the Yuba Sutter Cycling Club.
The Treasurer – Tax Collector directs the Treasury, Tax Collection, and the Office of Revenue and Collections
with a combined staff of nine employees and a $1.09 million dollar operating budget.
The Treasurer is directly responsible for the custody and investment of over $178 million dollars of pooled
county funds, whose investing function and activities are governed by §53601 et seq. of the Government Code
of the State of California.
The Tax Collector’s duties are to administer property tax collections as mandated by the California Revenue
and Taxation Code, §2602. The Tax Collection Office mails out approximately 39,000 tax bills annually and
collects and processes more than $104 million dollars in tax payments.
The third division of the Treasurer-Tax Collector is the Office of Revenue and Collections (ORC). The ORC
pursues payments of delinquent debts owed to the county, using state-of-the-art computerized collections
systems and techniques.

Assistant Treasurer-Tax Collector - Walt Cassi
Walt Cassi was assigned to the Sutter County Office of Treasurer – Tax Collector in August of 2009. Walt’s
tenure with Sutter County started in 2002 as the Administrative Services Officer for the Public Works
Department after five years as the Yuba-Sutter Veterans Services Officer. Prior to that Walt was in the
United States Air Force for twenty years. Walt received his Bachelor of Science Degree in Business
Administration with an emphasis in Human Resource Management in 1997 from California State University,
Sacramento. Walt and his wife Martha have made the Yuba-Sutter area their home for more than thirty years.
