Welfare & Social Services
The main functions of this division include eligibility determinations for assistance programs,
child and adult protective services.

Sutter County developed its CalWORKs Welfare to Work Program in January 1998. This program
provides temporary cash assistance to families with children while promoting self-sufficiency
through employment and personal responsibility. Clients are actively encouraged to seek, obtain,
and maintain employment.
Services are available to participants to assist in transition from subsidy to self-sufficiency.
Included are job screening, vocational training, employment counseling and placement. The
Employment Service also administers employment services to non custodial parents in the Family
Support Division of the Sutter County District Attorney's office.
Government insurance program providing medical assistance for individuals who meet specific
This program is comprised of 34 California counties to provide medical insurance to medically
indigent adults with no other source of medical insurance.
The Federal CalFresh (Food Stamp) Program is designed to increase food purchasing for low income households
in order to provide a more nutritious diet.
General Relief provides aid and care for indigent poor with no other means of support and who
are NOT eligible for other federal, state or local programs. Unless verifiably incapacitated,
recipients participate by working to repay the funds. Recipients must be Sutter County
The Public Guardian/Conservator provides, through Court order, administration of estates and
personal affairs of those who are deemed incompetent or gravely disabled.
The Social Service Unit includes Child Protective Services and Adult Protective Services,
in addition to In Home Supportive Services, and Foster Care/Day Care licensing. The Social
Service Branch also administers the Promoting Safe & Stable Families Program which provides
funding for organizations to provide specialized services to community clients. For further

The State of California, through Assembly Bill 636, officially recognized the State's
intent and commitment to improve the services delivered to children and families. This bill
requires each county in California delivering Child Protective Services (CPS) to families and
children to review and assess their individual delivery of services. This self-assessment
process will identify for each county the strengths and weaknesses in their service delivery
