The County of Sutter employs over 900 people who provide services and support to Sutter County residents. Most employees work in Yuba City, which is the County seat.

The Sutter County Human Resources Department is a centralized merit systems agency providing the following services to County departments and the County: Labor relations; recruitment, certification and processing of employees; administration of the classification and compensation plan and position allocation schedules; review of and compliance with non-discrimination laws; health insurance and benefit administration; risk management; and a variety of other mandatory compliance programs relating to human resources.
